Disabled persons' discount not honored by drugstores?

My son is an autistic child only today he was diagnosed of fever and severe plegm he needs to take antibiotics and 3 more kinds of medicine at the first drug store he was given a discount dahil lang po sa awa but the antibiotic sabi nila wala pero po nun di ko pa pinapakita id nya meron. at sabi pa po lugi daw sila kasi 5% lang mark up nila tapos 20% discount. what is this? nagpasa ng batas tapos di naman sinusunod. ok lang po walang discount kung normal anak ko alam ba nila ang hirap ng mag karoon ng ganitong kapansanan?

Regarding the violation of certain drugstores who still refuse the 20% discount on
medicine as provided in accordance with RA 9442 and its IRR and the
parameters stated in DOH Administrative Order 2009-0011,we would like to inform you that ASP together with other disability groups have already
filed a formal complaint on such violations with the Commission on human rights last July 19 during the Indignation Rally (see other posts in the blog)
